National Policy, Strategy and Action Plan for Energy Efficiency in the Electricity Sector in Cameroon (Final Report)

Assuming that current trends in electricity consumption in Cameroon continue, the result would be a situation of growing imbalance between supply and demand, which could only be partially compensated by the planning of investments in new production capacities, provided that these can be achieved on time and that the corresponding considerable financial resources can be mobilized. Thus, it is essential to implement and as soon as possible a vigorous policy energy efficiency in the electrical field making it possible to reduce the pressure on demand in the relatively short term is therefore essential. Beyond the expected impact in terms of the spreading of investments to be devoted to endow the country with additional electricity production capacities, the design and development of such an energy efficiency policy must be seen as one of the foundations of any subsequent energy policy, so as to avoid, if not limit the perpetual headlong rush into new production capacities which, even when they are based on the use of alternative energies to fossil fuels, nonetheless require heavy investments and significant funding.

The sustainability of the energy efficiency policy that will be put in place must therefore be a basic criterion during its conceptual development.

EXECUTIVE SUMMARY
The Government of Cameroon recognizes the multiple benefits that could result from the definition and implementation of a national energy efficiency policy, including:

– Improve the reliability of electricity distribution in the country, by reducing and adjusting consumption to the available production capacity, while maintaining the same level of service to users;
– Stimulate economic growth, by reducing the energy expenditure of companies;
– Improve the standard of living of families in Cameroon by reducing their energy bills.

This report is part of a national energy efficiency policy development process. Specifically, it describes three scenarios for energy consumption, based on different levels of ambition of public action to encourage or demand greater efficiency in the use of electricity. In addition, the report also highlights the measures that should be taken by the power operator in order to improve the energy efficiency of the production, transmission and distribution of electricity.
